Should the rule that you can't get new ideas when forming with a custom nation be relaxed?

You can give yourself custom ideas that are much stronger than most of the formables anyway. I understand it may be needed for achievements but then surely that could be part of the requirement of the achievement rather than a blanket ban. Alternatively it could be something you could switch on/off. Or should the rule be kept in place? What do you think?

I think it's to prevent cheesing where you take 0 or negative cost ("can't declare war" is -200 in the right spot!) custom ideas in order to get more dev, and then just form a nation that is immediately available because of how much land you took.

I see your point. But at the same time, you can usually take enough land for a formable and still have enough points left for decent ideas. I understand that using a strategy like that to say, form the Mongol Empire would not be a good idea to enable, but if I just want to form Swabia at the start of the game for a change, it's a bit sad that I can't just get their ideas with the flavour text when I can give myself better ideas anyway.

Constraints would be called for, even if estate disaster release and play is only mildly weaker.

"allow if non-idea starting point costs totaled under the set point cost difficulty cap" seems like it probably wouldn't be too much of a disaster to code. "... but also calculate the new ideas' value (which would require values established for some) and add that to that total" would be more work; "... but add x to that total to account for a general value for ideas" would be a worse but easier approach. The main problem with this idea being that I'm not sure how easy it would be to get the tooltips to tell the truth under such a scheme.
