From technical point of view:
Isle of Man could be made a province.
Channel Islands - nope - it *can* be done, but it cant be done in a fashion thats up to vanilla standards. (in order to have them work they would need to be enlarged to a point where they just look ugly as hell)

Isle of Man could be a good addition to the region, but I doubt any others would have any impact.
They clearly aren't using any rational criteria. But this is a fact that has been established before.
Jersey's historical importance is actually very large. Large enough for some of the most important dynasties (both French and English) to live there and/or use it as a refuge. Important enough that it was fought over and a piece on the board in over 106 years of war. Important enough that a colony was named after it and it's style of government was broadly replicated in the USA. It's got one of the worlds longest, unbroken histories. It is home to the worlds oldest recorded military regiment. It has some of the worlds most impressive fortifications outside of the great wall. It even had it's own unique language (though, I personally hate it and hope it stays dead).
It also would be a great place for tension between England and France, like it was in real life. It was guaranteed by both England and France. Thus, neither could attack it without provoking the other. In the game, you could simply make it so that both nations guarantee it from the start and that it cannot be vassalised diplomatically. Boom, gameplay and historical value.
The reason jersey isn't included is simple.
1) No-one in paradox cares enough about it to add it. Just like, for example, expanding the detail of Japan.
Any other reasoning is demonstrably false.

Expanding on the detail of Japan would take a lot of work and probably some new, unique mechanics. Its not because Paradox doesn't care enough. "Care" is a bad choice of phrasing anyway. It sounds too personal.
Are you actually hoping for a Jersey tag?
That is because I signed up for and met the standard to be in the UK military, but I was sadly medically discharged. Additionally, it contains the Jersey flag. I cannot pick the Jersey flag nor upload it separately.
I don't hate England or France, or the UK. I'm not that petty. I just want you to get your facts right.
If Jersey was someone in Paradox's pet location, it'd be done by now. Care is a fine word. Developers often are guilty of working only on what interests them and ignoring other work, which is often why boring, uninteresting QA, bug fixes, interface stuff, etc gets a back seat.
And yes, a Jersey tag would be lovely. I'd even pay Paradox to add it. I'm on big money so whatever.

New Jersey is named after Jersey because it was founded by a man from Jersey, not necessarily because Jersey was important enough to have a colony named after it.

It is a proof systemic from the reasoning. There are places less historically, economically, militarily less important than both Jersey and Japan that have received more attention from Paradox. You are meant to supply a criterion by which they decide to spend time adding or detailing places that isn't my asserted one of "because they feel like it (or don't)".

I don't know, should Heligoland get its own province? What about all the individual islands of the Visayas in the Philippines get their own province? Surely there were many distinctive cultures living there in this timeframe, not just one! I want to play my native filipino tribal nation! That's literally the only reason I bought this game! If PI doesn't add a province for every individual Visayan island, they're alienating me!
