The French Revolution and Napoleonic France are seen by a lot of historians as the beginning of mainstream French nationalism, so if Rev. France triggers shouldn't a melting pot French culture spawn with it? Just a suggestion.

Too much work for an event that's unlikely to happen, and even if it does fire the game only has a few decades left anyway.
Even looking past that, the large-scale assimilation of the regional 'French' languages (Occitan, Breton, etc.) did not occur until well into Victoria 2's timeline, let alone EUIV.

Cosmopolitan should just be renamed as French. Most french people playing EU4 i know (including myself) think this is a complete non-sense. It really doesn't mean anything in this context.
It's true there was no real french unity until much later, but this is already adequately represented by the cultural patchwork that is france in EU4 (and the game gives you not much incentive to change it which is completely fine).

It started during the revolution by the Ordonnance of Villers-Coterêt.

The revolution was the mean to centralize the political forces in Paris and put forth the ultimate reforms mandatory.
IT started in the 16th century, but the cultural unification of the country "ended" (you could consider France is not yet culturally homogenous even today) with WWI.
In the early 20th century French was only a learned language for maybe half the country, not the native one. Mistral earned a Nobel price in 1904 writing in a regional language and was fighting against cultural homogenisation still.
