Interesting, not much of a use since by the time I can actually build treasuries it is unlikely I will need the money at all but with it being retroactive then it is easy enough to set up.

I now build the naval line in one. Port and leave any mothball'd fleets there so that they can get repaired quickly when I need them. Or depending on wide I go I might add another 1 for each continent.

The only buff buildings really need is downscaling the amount of points it takes to build them as you get closer to the endgame. I stop bothering with them altogether once I hit 1650 or so except for a few key buildings in key provinces, and refineries.

That is pretty resonable, maybe an other thing would be that buildings like ideas lower your tech cost, maybe only the top buildings but that would make them sligthly less costly.
