I am Emperor of Burgundy and just won a Holy War for Spain (Kingdom of Andulusia which is most of Spain right now), and this has suddenly netted me a ton of everything to play with (I'm 100 over my Desmeme limit - lol) . I'll be handing it off to a Vice-Royalty after I'm done creating vassals and handing out titles and was trying to think of ways to maximize my own income. Each Duchy contains 3-4 Counties. I already have a good number of troops I can call up (30,000-40,000). Can you think of a reason I'd not want to make one County in each new Duchy a Grand City?

You can have no more than 10% of your realm as republics. Any higher than that and the game won't allow you to make new ones. The same applies to theocracies.

Sure, go for it. Cities are wonderfully stable and generally less rebellious than feudal vassals. They also don't mess up the pretty borders you set up. Which is exactly why Paradox coded a limit of how many you can have.

BTW, any vassals of republics and theocracies also count against that limit. For example if you create a duchy tier bishop who has 1 county and 3 feudal single county counts as vassals, that will count as theocratic provinces for the purposes of the limit.

A trick to get past the limitation is to create all the city/temple vassals you want, give them duchies and then transfer vassalage of feudal counts to them. Note that any duchy+ level republic with a coastal capital will become merchant republic, but if they don't have a capital on the coast they should turn into regular republics.
