Steam sales for emperor got me interested but mostly negatives reviews got me wondering if all the issues they stating are true or false. Can someone here explain to me here? can i play the game without the DLC?

Depends if you want to play in Europe, as a Catholic nation or HRE state. If you want get it. Ultimately its you who will decide. I, personally, did get it and i'm having blast with it.

I'd say just read up on the features it offers, and decide if you want those. Many of the complaints don't relate to the actual functionality of features added by the dlc, but instead to things that were messed up by the free patch. Large issues with the dlc have generally been fixed by now.
But you're not going to find people agreeing here, or anywhere, so you'll have to decide for yourself. There are tons of threads with people discussing these things.

Totaly agree on you quote. And @ironinferno i suggest you to check features and content you get. The best advice is to decide for yourself.

As far as DLCs go, I wouldn't consider Emperor to be an essential one, no. It does add quite a few missions for European nations and a few new things for the HRE, the Papacy and the new Hussite faith. Nothing essential and you can comfortably play without any of them. If you like playing in Europe and playing in the HRE or the Emperor than you may want to give it a try.
That said many of the new mechanics are extremely cluncky (Council of Trent modifiers being broken as they are applied to both heathens and Heretics, HRE is still a mess of poorly balanced and implemented mechanics, the Hussite faith was pretty much designed to be ditched as soon as reformation starts, many new mission trees are cluncky and difficult to follow).

But emperor is definitely one of the more important ones...
And the reviews are due to a bad planning on paradox 's part, leaving the expected bugs in WAAAAY too long . Tha seems to be fixed now

It's a good DLC that was plagued by poor release timing (right before a 2 month summer break), and major balance issues in the 1.30 free patch.
As for the DLC features, really the most relevant parts to me are the mission trees and the HRE rework. Hegemonies are forgettable for single player, and the new revolution mechanic is just plain weird. If you feel like European mission trees and new HRE buttons are worth it like I do, then go for it.

The problems with the DLC don't actually have much to do with the DLC content but just general issues with the 1.30 patch. I would recommend playing 1.30 without the DLC for a few games to see if you think the issues are game breaking for you or not.

The amount of reports on this have diminished immensly with the latest patch, and the one I found way worse (broken hre joining/remaining) was fixed in the first run.
