I have heard consiousness plus militancy is very bad... well, militancy in my USA game is steadily increasing and mass communist rebellions are becoming commonplace. (despite being 3% of the population)

I assume that low consiousness is better than high consiousness in keeping a passive populace, but I am not sure so I hope someone can explain how consousness should go in late game play (i am in 1906)


Enacting women suffrage requires getting a tech which has three inventions which cause .01% increase in consiousness in non-colonies. but, women suffrage decreases consiousness by .02, so after all that you would still get .01 consiousness increase.


Should I even bother? or should I let it be and have my .01 less consiousness compared to after suffrage

As far as I know, consciousness just increases proclivity for liberalism or socialism? So a low consciousness, high-militancy population will go reactionary.

I say you might as well enact it, given the opportunity. I think it also decreases war exhaustion and militancy. I never really concern myself with consciousness that much (it's a byproduct of increased literacy, so you should probably just worry about militancy by 1906 anyway).

No, most games don't show that kind of information because either (a) the designers are up themselves or (b) the designers think numbers will scare off players. Fortunately, Paradox (a) are not up themselves and (b) realistically appreciate that the genre they specialize in is popular with grognards.

I usually ignore the numbers, but the communist rebellions have been very rough so I am trying to figure out how to best slow them down because huge communist rebellions every 6 years is not very fun :p

Reforms should sort them out. I am now immune to rebellions, they are so common I have gotten used to them. Although that might be because I still with absolute monarchy to the end.

When prohibition was offered when I was playing as Germany... I was used to revolts but I would have no chance against what would have followed that.

Consciousness does all sorts of stuff.

High CON:
  • makes impoverished farmers and laborers more likely to demote to craftsmen
  • makes all POPs more likely to migrate
  • increases the weight of Liberal and Socialist ideologies, and decreases the weight of Reactionary and Conservative ideologies (Fascism, Anarcho-Liberalism, and Communism have no direct CON-based modifiers to their weights).
  • makes POPs less likely to convert to Clergy
  • makes POPs start desiring reforms
  • affects POPs' position on religious policy (high CON makes POPs favour less-religious policies) and citizenship policy (high CON makes POPs favour policies that maximize their influence, so Accepted POPs favour Lim. Cit., Primary POPs favour Residency, and the rest favour Full Cit.)

I say you might as well enact it, given the opportunity.

Unless you are an autocracy, high CON is actually a good thing. People will start to "know" about what they care instead of becoming angry. They will also vote for the parties that are more likely to represent their wishes.
High CON boosts liberal and socialist ideologies, making it easier to pass reforms and thus advance your country.

The Suffrage decision is a GOOD decision because it will:
(a) prevent a lot of events that can boost CON/MIL and liberals.
(b) trigger an event that gives you +5 prestige
(c) reduce your global MIL

A good way to avoid some of the high millitancy/con if you are trying to do that, is to stop researching NF techs at State and Government. Now that S&G gives the colonial tech needed, you no longer need to research Nationalism and Imperialism, which adds a ton of extra modifiers for rebels. I find no problems colonizing with only 4 NF's and I never have a problem with getting all reforms passed wth most countries with only S&G.
