Hi, wanted to get some quick advice.

It's still early on in the campaign, and I'm not doing too well on the cash front (I have about 600,000).

I found an LRM15++ in the store (+25% crit, +1 stab. dmg) for 286,000 bucks. Will I regret not buying it?

I wouldn't bother if I were you. I know a lot of players love their LRM boats, but that's not even that good an LRM. You'll probably find a better one later, when you have more C-bills to burn.

LRM15s and LRM5s are the best and as far as ++ weapons LRM15 is great. That said there are +dmg +2stab things later so its not the end all. Personally I alway bought all available + weapons of the kinds I used (so no PPCs or LLas) always. Thats usually what you spend your money on - monthly expenses and ++equipment.
But i you can't make it to next month without buying it then don't as said there are even better variants later.

If I had anyone I could upgrade immediately, I bought any ++. If not, then I'd only buy the really good ones. I've found the +crit isn't that big a deal since by the time I'm inflicting crits, they unit is getting close to dying anyway. That said, +crit on a missile system is sort of nice since you'll often use it after poking a hole in the armor.

I think this is one of those situations where if you have to ask, you can't afford it. Getting a +1 stability bonus on LRMs is nice, but it is not likely to make the difference in getting a mech to maximum instability, which is pretty much necessary to really get the true benefit. So unless you've got money to burn, I would say no. However if you are planning on running an LRM boat and you see "+2" LRMs available in the store, that is an insta purchase if you are currently using anything less. You really do want an LRM35 LRM boat sporting +2 stability damage boosts on all it's LRMs. With that, you can start harvesting the big mechs you really want.

You reserve all your mechs till your LRM boat can fire. Then, with your LRM boat, you nail the mech you want to salvage to max out their instability. The next mech to fire should be one with heavy ballistic weapons or at least a PPC, the mech with the largest additional instability generating weapons. That will knock the target mech down. Follow with two free targeted shots from your other two mechs. Rinse and repeat as necessary.
