I haven't figured out how to post screen shots yet, but I think I can describe this OK. I am Italy, part of the axis, and Germany (computer) and I have taken over most of Europe from the Atlantic to the USSR. Now Germany has about 50% of its troops sitting on my northern border not doing anything, while leaving the USSR front wide open. Is Germany planning to kick me out of the Axis and attack me or is this some kind of AI quirk? I can post a screen if I can figure out how to.
