My character holds eight emirates through southern Spain and northern Africa, and has just picked up enough land to become a Sultan... so I'm about to create the Sultanate when I think...
... he's 52, and once I create a sultanate, I'll need to hand out emirates to all my sons and brothers to keep decadence down. My favourite son will likely inherit within a decade or so, and have precious little land left to dole out to his own sons....
...so why not just wait until the old man kicks the bucket and let the son create the sultanate...
