That will not happen. I can guarantee that. I absolutely abbhor having to spend huge amounts of development time on "limit the ai to act 'historically'". And then you get 2 groups of players screaming.. "the ai sucks, I can trick it easily" and "war xx does not happen!! omfg bug"

I would not say that..

Its just that EU3 will not go towards the HoI2 and Victoria route of enormous events and ai files to force certain historical outcomes no matter what.
