Despite the OP getting a whole bunch of dislikes, you gotta wonder why Mughals is the only country in the game to derive a bunch of bonuses from cultures (literally all of what's below, if conquering the world). At least granting access (for owners of Dharma maybe?) to one of these bonuses for unifying your culture group would be a nice reward for something that can be moderately challenging for many starts, with many of the bonuses appropriate for the cultures in question (like a minor settler increase for the Iberian culture group for example). It would also provide some incentive for unifying your culture beyond the Age of Reformation goal and roleplay.
The argument against that is that min-maxing folks will feel the need to culture change to this and that culture, but let's be honest here: They already do that for tag switching, and likewise with religions. And that's without mentioning monuments, which are literally just collectible bonuses scattered around the world. As far as being controversial goes, we already, again, have religions granting bonuses in the game, and I don't see a lot of Calvinists complaining that their religion is really poor compared to Catholicism in-game.
