Should cultures give out bonuses like how religions do?

I've been playing Crusader Kings 3 and one of the new features is how cultures have bonuses based on what culture you are. This came from the 1.5 update and Royal Court DLC.

As the question asks, should cultures have bonuses like religions? I know the Mughals have their exclusive system of culture immersion, but wouldn't it be cool if French culture had a bonus like +1 Diplomatic Slot or Portuguese having +5% Settler Chance?

I think we already have plenty of bonnus who are here without real mechanic behind.

And it's a bit redundant with national idea IMO.

I'm for bonnus if you achieve something (like mission) or invest some resources to get it (like great project, idea or construction).

You mean, like assimilating whole culture groups give bonuses to Mughals? Just that by default, everyone gets the bonus for its primary culture group from the getgo? Sure why not...

I say yes. It would make accepting cultures interesting and strategic. Might need a re-think of cultural unions though. Maybe just drop them and give empires an extra slot or two?

The code for a culture buff is there for Swedish culture already.
How so?
I've been playing Crusader Kings 3 and one of the new features is how cultures have bonuses based on what culture you are. This came from the 1.5 update and Royal Court DLC.

No because itd buff majors even more

They kind of already do.

Firstly many monuments have culture requirements. The nation of that culture typically starts with the monument (often already at level 1 so it's already having an effect) and any others would need to accept that culture to benefit from them.

There are also culture specific mechanics, eg. Holy orders being exclusive to Iberian cultures.

Culture specific governments, eg. Indian Sultanate.

Culture specific naval doctrines, eg Wooden Wall.

And probably some other things too.

IIRC most of these are actually tied to the location of your capital, not necessarily to your primary culture

I'd rather see fewer flat bonuses to religions, cultures, or tags, not more. I'd prefer mechanics to be more complex than numerical modifiers.

To elaborate, I'd rather see the Portuguese settle colonies because they have the means to do so and because by doing so they acquire an economic/strategic advantage, not because Portuguese people magically want to move to the new world more than the French, Italians, or Moroccans. It would be difficult system to design, but it would make for a superior EU experience than what we've been getting over the course of EU4's life cycle.

Only Indian sultanate. That was a bad example, there are still governments tied to culture though eg. Nayankara System. The others are also tied to culture rather than capital as well.
