Is there any way to re-map the game's shortcut keys? In particular, I'd love to be able to make the spacebar the new pause button.

Remapping keys is up to Paradox.
...And "Pause/Break" key at top-right of your keyboard is also good for pausing 'stead of "hovering mouse."

A little bit of both. Maybe I pause more than most, but my left hand hovers over the keyboard constantly while playing a game of EU2.
I was kind of hoping, but not really expecting, some obscure file allowing the keys to be remapped. If it's a simple thing, and there are more people like me, maybe one of these new beta patches will change the pause key. (Probably doubtful, but I can hope.)

Well I always like to grant someone hopes, atleast once a day.
Look in the HOI support forum, find the thread that says useful links and programs. Scroll down and the keyboard remapper shall grant your wishes.
This will work for EU2 as well.
