short reign penalty

just a really quick question regarding the topic namer:

when i play as one duke for years after years, and then create a kingdom, i suddenly get the short reign penalty again.

i mean i get that there is a penalty. but is this really intended? i have proven my mettle already for some thirty years...

Thats a fair point, I noticed that when I formed the Kingdom of Sicily with Apulia..

I assume its meant to model that people think its sort of ludicrous you consider yourself a King, you, a mere Duke! You know, blue-blooded snobbery, the medieval equivalent to not inviting the nouveaux riches to the cool Rockerfeller parties and the Bilderberg power meetings.

From what I've been able to gather, the Legalism technology is important, because it helps to mitigate the Short Reign penalty. I'm sure the Byzantines won't mind if my +22 spymaster rummages through their legal documents. :ninja:
