as seniority succession law may results in having a lot of short reign rulers due to their age, does the short reign penalty still apply or is it removed/toned down ?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
It still applies, somewhat offsetting the benefits of Seniority (everything your dynasty holds will eventually coalesce back into your hands.)

I say, your brothers/uncles have much more time to plot against you before inheritance than your own kids.

Seniority has several drawbacks, but for the player, being able to keep all/almost-all of your stuff is the great benefit, plus the fact that you can get to it easily, unlike Primogeniture.
So?
Take the plotter's lands, give it to a really old cousin you think is gonna outlive you. Six months later you die, and *bam* you own everything because your cousin inherited. Now you can re-land your former King's plotting brothers, or you can give the extra to your next cousin.
In other words when I play s a realm with seniority I anticipate that it will be a lot more centralized then RL because every single Barony will be inherited by the actual King at least once every 50 years, probably closer to 25.

It would be interesting, if you could choose someone else from dynasty to play. Two players could play same dynasty in this "cooperative mode" and take turns in ruling empire.
This succession type seams to be best for "whole dynasty player". What about 10 years limit in some law changes. If your king would rule 2-5 years (or less if you have many dynasty members), you won't be able to change them.
It's a drawback that you might not get the time you need to change your laws, but the advantage that you cannot lose lands that you have granted to your family (except by wars of course) seems immense.
SEE!!! Paradox is evil and capitalistic, first it was the forum icons, then the Facebook links, now DLC, and already they're plotting to make us to pay for EVERY GAME WE PLAY! OMGOMG somebody call the police!
PS. Short reign penalties hurt!!
I kinda wish Legalism was twice as effective and thus able to negate them late-game.
