Really what we need is bigger plot sizes (bigger than 4 x 4), so that there can be an appropriate amount of space around the buildings for beautification, larger mall-like areas, and plazas. Creating room for street appeal and urban space is an essential part of city planning. Things like the below picture from the OP can easily be added (a zoned building with a pedestrian path leading to the entrance), all we need is more space.
