Tax income, not tax base. Note that, depending on your religion, stability, and so forth, this could allow you to build a shipyard in a province with a tax base of only 3, or prevent you from building one in a province with a tax base of 59 (although there aren't any provinces with a tax base that high).

I think that the restriction is there to keep people from building a shipyard in a province that can hardly build any ships even with a shipyard, so that new players won't accidentally waste the money on it. You want your shipyard to be in a province with a large tax base so that you can build a lot of ships there.

Lots of ships, like seven, regularly :)

Only way to get to build lots of ships is to only build in provinces that allow you to build 2+ ships already without shipyard.

Or take out wartaxes, then build :D (Method also good for building shipyards, allowing build in provinces that begin with tax base 1, I guess [tax gatherer, lawman, stab3, wartaxes, protestant?])

...a captured Manhattan is a good spot for an English shipyard as well... not dynamite but nice.

As France I usually stick mine in Morbihan, Gascogne, or Normandie; al have base shipbuilding abilities of 2 or 3 ships at a time without it. France, unlike ALL of the other western european majors (England, Portugal, Spain), does not get a shipyard via event.

You can only build a shipyard in a province with a harbour... :D (someone missed that one, and I just HAD to point it out...)

Shipyards are nice... Don't they contribute to max number of ships supported, too? Or is that only naval manufactories?

the best place is the danes capital. if i recall correctly the prov with a ship yard and sound due allows 67 ships to be built?
