Does anybody know what the ships wanted thing under a fleet actually means, whether it holds any significance, and how to get rid of it so that fleets won't remain red after repair after a heavy battle.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
I believe it indicates the fleet is lacking some quantity of the ship designs specified in its fleet template.
In some cases you might see a ship type showing 9/9 but still be red because they aren't all the right design. You may need to fix the template rather than the fleet.

I figured it out. I had been a fool and completely forgot the fleet template existed. I came back to the game with Megacorp and before that hadn't played the game for a year or so. I've been making fleets the stupid way ever since I got back due to completely having forgotten the fleet manager existed (or perhaps it didn't exist when I last played).
