Ships 'untouchable', as they unwantedly retreat far far away;

We usually get a trouble (specially in Pacific war or Indian ocean) where a retreating navy is rebasing -not sure if misclicks while ordering a retreat can provoke it as well or if it needs to be rebasing before the battle at all, but the game does it quite usually- where a navy that is retreating from a battle does not go to any neighbouring province but some far away base. To make it more annoying -as forcing it to leave for a base could be realistic in some ways so it's not a problem- for the winner of the battle, such navy can't be chased at all, but becomes 'flying dutchman'/ghost-like until it reaches the destination of its retreat, where it again can be fought and recontrolled by its owner.

@Zsar1 . I've had the issue where if say I ordered a fleet currently in middle of the Atlantic to rebase to Washington DC - but it was caught and defeated by an enemy fleet - it would then retreat all the way to Washington DC (rather then just a neighbouring province). This can be a pain for both me (as I can't order the fleet elsewhere), but also for my opponent as they cannot chase that fleet as it is constantly retreating all the way back to base.

Mmh. Part of this behaviour might be intended to counter the "rebasing ignores range" exploit, which is sadly necessary and cannot just be flat out removed.
... Will have to ponder over this one a bit.
