Is your engage the enemy button enabled? (Circle button with the bullet, need green check mark) Click the hold order button (Anchor, cancels all orders) and try and select search and destroy again, select your areas again.
If there is no green highlight (you are out of range for the fleet, and it will not move).

If that don`t work, fleet could be under repair? Adjust your repair orders.

or

you found a bug.

Hope this helps.

My first thought is that are reparing, however you should get a message when you assign a fleet to a mission when they are reparing.
Next change range, older destroyers especially. See if you can Cntrl click to a closer port (to make it their home port) and then try to assign the mission.

I have seen an issue with fleet s at sea when changing a mission and change their zones. The fleet becomes "visible" (something you can click on, which is not the case when they are not engaged and on a mission) and they just sit there. Fix is to click the anchor (to cancel current mission) and then rezone and re-mission. However, I have never seen this in port.

Playing as US, gave search and destroy mission to my CTF(t3 cv,t2 ca ,t2 dd) in eastern micronesian gap. Ships are still in harbour. Any idea why?

I find that fleets are often unresponsive when changing orders - so I always use the 'hold' order first to clear any assigned sea zones before assigning new orders, which seems to work reliably.

One issue may be that your ships do not have a valid path to reach the target zone, you need to have range to reach all the sea tiles in the way to the target zone in order for the ships to start moving.

One way around this is to assign the ships a new port (with control+click) at the target area and then issue a move order to that port (with left click), once the ships arrive you can assign the order you want. The move order may not show up until you unpause your game.

Note that this won't help if the only way to the target area is blocked by a starit or a canal under hostile occupation.
