ship shelter and planetary administration.

so im not quite sure what im missing, been playing stellaris and loving it, but when i colonized a new planet it says i require planetary administration, so i checked the forums and saw a post about ship shelter? i must be blind or something because i still cant figure out how to get past this problem. please help?

ok so upon a little more investigation i discovered that through a new game i could see the reassembled ship shelter, but on my other playthrough it wasent there, so i started over and deleted
