Being the UK, i took control of the remnants of the Polish fleet after Poland was annexed by the Germans.
The fleet of course was stuck in the baltics (IMHO the Oresund should be and stay a ship blocker). I then gave those ships to the (neutral) Swedes, and was able to move them into the North Sea/Atlantic under swedish flag, where i could retake control.
This may be "historically" ok, but technically all ship blockers lose their purpose by that.
