I have decided to look into Shinto Incidents and while I am at it, might as well post it.
Every incident has a starting "Value" and you can lower or increase it with your decisions.
In some incidents lowers value means being open and in some it is the opposite.
Neo-Confucianism
Starting Value of 0
Moral Guidance in the Era of Turmoil
Move into Open Doors by 1, -0.10 Autonomy Change for 50 years
(Potentially possible with other outcomes) Unlocks a decision that fires an event "A New Tradition":
5% tech cost for 50 years
Traditionalist Administration (At least 7 Value)
Move into Closed Doors by 1, +1 yearly prestige and +1 yearly legitimacy for 50 years
Wokou Pirates
Starting Value of 0
