Shift Loyalty penalties from Overlord holding to building

The current system of assigning loyalty penalties to the number of Holdings an Overlord can have on subject's planets would be more intuitive if more of it was shifted to the buildings themselves instead of the basic agreement.

A certain degree of hostility over a foreign power being able to plant their flag on part of your soil makes sense, but it would make more sense if buildings that cause net negatives for the subject have a greater impact than buildings which provide benefits.

For example, Aid Agency, Gaia Seeder Outposts, Orbital Assembly Complex, Offspring Nest, Communal Housing Outreach, and Tree of Life Saplings would generate additional Loyalty, since these buildings provide notable net benefits for the worlds they're built on, perhaps with some ethics-based modifications, such as Authoritarians disapproving of Communal Housing Outreach (and the Egalitarian ethics it promotes).

On the other hand, all the Ministries, which essentially exist to siphon resources from the Subject and give them to the Overlord, should have significant Loyalty penalties, as they are effectively robbing the Subject civilization of resources for the Overlord's benefit. That's not going to make anyone happy.

This could even be coupled with an expansion of the holding system, where it's a limit of four-building holdings the Overlord can have on subject planets, instead of up to four buildings total. This would add a greater dimension and more organic interactions between an Overlord and their Subject, and could even replace the automatic monthly trades from the Overlord agreement, which can be moved to Holding buildings. It could also be tied into Espianoge.

For example, a Scholarium has a building on their captial which siphons off 30% of the empire's research for the Overlord automatically. If Loyalty is managed properly, that building can be upgraded, or additional copies can be built on other worlds to increase the % of siphoned research. However, a Disloyal Scholarium subject can undertake an Espianoge Operation to destroy or diminish the impact of the Scholarium buildings, and potentially leading to a full-scale rebellion as Overlord holdings are attacked.
