That depends on whether you want them to be represented by a coat of arms or by an actual flag. The one in the screenshot is a coa.
Now that we are talking about your CoA's why did you pick the Gelre CoA for Netherlands? You should pick the CoA named HOL instead. That's Netherlands in EU2.

However if you want the Coat of Arms for Netherlands you should go for the red lion on yellow background holding 17 arrows and one sword.
If you do not want to use the above you should take the Holland-Hainaut Arms.
About Netherlands+Gelre I do not know where that come from but Holland was the most importanty province in Netherlands.

Well do you want it horizontal or vertical? And about the flag better request that at HOI2 forum as we don't use same templates. Btw, It's Orange not yellow.

The point is I am using EU2 (not HOI2) - style for the Mod. In other
words all flags are absolutely like the ones for EU2, just the different
size. The size of EU2 flagstrip - 900X27 pixel. Mine are 600X18. That's
the only difference. The number of films in a filmstrip the same - 25,
absolutely like in EU2.
As for the shields mine are absolutely identical to those of EU2.
No changes needed for the shields.

They are all included in EU2 1.00 AFAIK. However Livonian Order comes later 1.09 should have it but it's not the same arms.
Actually none of those a correct if used as arms. Only the last two are correct if used as flag.
