This is not an alliance offer.
Obviously word of your glorious empire (and its wonderful wool) has not spread far enough, or else you'd be spammed with really helpful offers from places like the Maldives and Makassar. You will have to blow your trumper louder (or give up and just conquer the Khazakhs). That is a truly impressive lack of prestige, though. How did you manage it?

SirruShan - I guess it doesn't matter that much.

Chief Ragusa - You can't send a spy to decrease revolts. Its pretty much random whether the spy succeeds or not. You can shift Serfdom - Free subjects slider around a bit to change spy defence value but I don't know how much difference it makes.

KanaX - Well put.

Fulcrumvale - Oh we don't care but it seems the rest of the world does.

Grundius - Their spies are quite irritating. Not really doing any harm only ever revolt or desertion which hasn't actually done anything. I only sent one back since I had nothing else to spend the money on. I do like the claim action though when I have the money to do so.

Hasforth9 - Drowned in salted wool? Not at all pleasant so quite fitting I think.

J. Passepartout - Yeah thats it maybe that - doesn't mean minus it means extra special.

Storey - I'm pretty sure prestige is a big factor but I don't really have the hang of prestige yet (as I'm sure you can tell ;))

merrick - I really don't know how it got so low. I'm only jsut getting used to prestige. Like just yesterday I found out the ai rejecting a RM offer lowers your prestige. If the same applies to other rejected offers like peace offers then that might explain it since I sent a lot to Kazan.

Some pointers on prestige.

You always loose 0.40% prestige a month when your prestige decay is at -5%. At least that's true when you have positive prestige. I don't know how it works when you have negative prestige.

A rejected marriage offer is -5%, an accepted marriage offer is +1%.

I have not noticed a prestige gain or loss on peace offers.

Establishing a new colony is +2%, this is awarded when the first colonist arrives.

Loosing a battle removes at least 0.30%, wiining one gains at least 0.30%. This is true for all land battles, including against rebels and natives. Note: I am not sure yet how this happens, but sometimes I gain a lot of prestige (10-20%) from a single naval battle.

There is prestige gain and loss associated with spy actions, but this is currently bugged on some actions.

You gain prestige by declaring war, but I am not sure how much you gain. Something like 1% or 2%.

I am sure there are other actions affecting prestige, like honoring or dishonoring and alliance, but I did not try to find them yet.

The only way to reach high prestige and keep it there is by constantly winning battles.

Edit: Actually, the fastest way to raise prestige with version 1.2.1 is by failing to fabricate a claim and being discovered, but I would consider this an exploit.
