I am playing USSR, and it's 1940. In 1936 I declared war on both other major alliances; my consumer goods usage was 38.6
Now it's 1940 and suddenly it skyrocketed - *without* me gaining more than 3 enemy provinces. Judge from the screenshot - the production of the goods is in red meaning it increased faster than the IC capacity of the nation.
I just don't buy a 6-fold jump in demand out of nowhere. It's a bug...

As you can see, the IC capacity is the same. It's actually lower in the "more recent" screenshot due to minor uprising.
