There should be some way of giving areas under ones occupation to another, and the AI should be eager to give areas it has little interest in.
Example 1: I play Italy. The German attack to France does not go as well as its historic counterpart, and I thus have time to attack far into the French territories before the annexation. I begin my attack on Provence and carry on along Riviera, arriving to the Pyrenees, eventually turning Northwards and once again following the coast, this time of the different sea though. In August of 1940, my attack finally reaches the Germans on the Seine river. The French have been able to keep a small defensive perimeter around Paris and the cpatial has not fallen. In order to break through the French begin a cooperated attack with the British: A landing to Provence which is badly guarded by myself, and a thrust towards South, also defended by my weak, scattered forces.
Their attack is a success, and the capital is moved to Marseille. (Vichy is not formed BTW.) It is in late January of 1941 that the German forces are able to break down this last line of the French defence, and an annexation takes place, with a colonies taken over by the UK. My forces being broken down along the Atlantic coastline, or in military operations around the Balkans, were unable to help the attack.
So what now? I control all of the West coast of France, everything west from Paris, to be exact... With no port on the mediterranean, no supply line to mainland Italy, my posessions in France are an easy target for invasion.
Example 2: During the operation Barbarossa I, as the leader of the mighty Italy, decide to help my German allies by landing forces on Sevastopol. Soon all of the Crimean penisula is mine. The Russian counter attack is firce, and it is halted only by the intervention from the Romanian troops attacking from mainland Ukraine. During the attack we had to leave Crimea and seek cover from the less strategically important areas nearby: In a small mountainous province on the Caucasus our brave army awaits for liberation. The Autumn of 1941 brings liberation to our troops, and eventually in this history the conquest of Russia is succesfull without further Italian intervention.
The Empire of Italy now controls a pitiful province somewhere far away.
What can be done to fix this?
First and most importantly occupation should be made more expensive, or at least less profitable, to motivate the human player to share his/her provinces.
Secondly the AI should be prioritized to give up unneeded areas, by prioritizing the following:
-Distance from capital, and distance from the nearest allied capital (Whom to give it to).
-Province supply.
-Province accessibility.
-Provinces value in victory points (In example 2, Italy would have kept Sevastopol, if it had gotten it.)
-Claims on the province.
-Distance to the nearest owned area (No need for Germany to hold on to one lonely island in the pacific, when they can give it to Japan, that is if Germany has not been building a pacific empire.)
Can onyone else see the danger of having an attacked and shared country becoming a major irritation later on in the game if the share has not been logic?
