I was wondering how it works when two or more nations controll/occupy parts of a state. Who gets the controll over the factories and resources? Is it split or does the nation with the most provinces controlled gets the occupation?
For example, when you are at war with france as germany and italy and nationalist spain join and their armies meet in the middle of an french state, who exactly controlls the occupation of the state? Who gets its factories and resources in that case?
