I remember somewhere way back around half a year ago there was talk of having dual control of single nations. As in two players get to dictate all the decisions but they are playing the same country.

Is this something that is still in the game, or was it cut out as I have not heard a word about it since?

Well you can share countries in almost any Paradox game I think. I tried it in EU3 and HOI3, it works.
But it is unstable..Sometimes crashes and you can't really play it normally..I had that experenice.

Maybe they improved stability of this feature in EU4?
