One type of foreign minister has this advantage:

"Target government is of the same type - Share research: 0(1) DI"

Another type has this advantage:

"Target government is of a different type - Share research: 0(1) DI"

So near as I can figure, the numbers should both be 1(2). The other figures would be correct for earlier versions, but in v. 1.06c, I have found no way to Share Research for zero diplomatic points.

Yes, this is one of many minor display bugs. Starting with v1.06 tech sharing is never free.
