Is this formable country specially made with NO tag restriction or is it a bug? Even Papal State may become Shan and then Italy (it is impossible to do with the original country), even united HRE may do it. It's so easily corrupted for horrid and illogical tag-changes which serves for WC.

Could use Nepal instead if you want to. Same story.

Not really useful for WC stuff though. Think they just forgot about those tags. Doesn't matter much though.

If anything I like it because it gives you an "oops, screwed up" button if you form the HRE absently minded (or some other stuff you don't want).
