I will repeat that the raise in Panama Canal tolls is legally under my jurisdiction, and it is a temporary measure to maintain funding until the budget gets reorganized by the new government. I will note that we've just had a civil war and a coup, which severely disrupted the normal channels of funding. Would you rather I scuttled our Chilean navy, costing future governments much more money to refit a navy and causing international humiliation? As the Admiral appointed for the Navy of the Chilean people, before any of these confusions in government occurred, it is my duty to avoid such unnecessary humiliations and weakenings of Chile when there are simple and rational ways to maintain temporary funding.

I wish to name Senador Escovedo as temporary admiral of the non-existant Chilean navy until it's properly reconstructed and we find a more suitable replacement for Admiral Alvarez or until he returns. It is your duty to build our navy from scratch and bring the navy to the new century.. You are to be sent immediatly to the UK to learn about their new "dreadnoughts". Make us proud, son.

I would like to remind everyone in the mainland that while the separatists have control of our seas, they do not have enough troops to directly assault our bases. So we are stuck in a stalemate, it seems. We can't attack them because we have no fleet. So I ask the people to sleep safely, for our armies are defending our coasts while our navy is being rebuilt.

And I would like to announce the new flag for the Chilean State. As the republican separatists apparently fled with the chilean flag stationed on the top of congress, it's the perfect moment to inaugurate the new regime in the very first congressional meeting since Santiago was retaken by the nationalist forces. Senators and congressmen are still forced to assist to meetings as I need council for the direction of the country. Here's the new flag then!

Fernandez 1899-1900: Consolidation​

With the dust of the revolution finally settled and Santiago back in Nationalist hands, Archbishop Fernandez declared the new Chilean State to have entered into existence with himself as the "Caudillo" (Leader), though many continued to refer to Fernandez as Presidente. Fernandez's first act of his new office (other than to heavily decorate his supporters) was to suspend elections, nationalize the trade unions, and declare the appointment of the legislature the sole power of the executive government, the executive government being controlled by a single party. Though the other conservative parties remained technically unbanned, they were harassed openly in the streets by security forces and supporters of the government and had no elections through which to gain power. In essence, Chile had become a one-party state under the Frente Nacional, a fact that neither Fernandez nor any other member of the junta even attempted to deny. "The presence of a dictator is essential to the strength of the Chilean state," wrote one anonymous high officer of government in an editorial. The press remained free under Fernandez's new regime; the Red Star being particularly critical of the banning of socialist parties.

The two years following Fernandez's coup and his installation as Caudillo of the new Chilean State were spent consolidating his power throughout Chile, from the furthest northern reaches of Potosi and Arequipa to the southern tip of Patagonia, ensuring that neither any remnant of the Red Guard or any Republican forces remained on the mainland. His security forces encountered little initial resistance to his rule. The last bastion of Republicanism in the Chilean territories rested in the Panama Canal Zone, where De Conti and his supporters had fled following the civil war and erected a new government under the heading of the Chilean Free State (Estado Libre Chileano). The legal status of the Chilean Free State remained under debate in both Balboa and Santiago as De Conti attempted to use his leverage to secure government autonomy for the canal zone, but by the end of discussions the two governments had agreed on just a single point: There is only one Chile. Many agitators against the new government made their way, by land or sea, to the Free State, which experienced an influx of political refugees from the mainland over the following two years.

Despite the Canal Zone's strategic importance, Fernandez had many other priorities during his term, not the least of which was a military modernization. Starting in 1900, Chile began a rapid technological upgrade of its armed forces, adopting new bolt-action rifles to replace breech-loading relics as well as modern tactics and mode of thought: Fernandez's introduction of mobilization tables was believed to have massively increased the number of soldiers Chile could mobilize in a crisis. The immigrant boom continued unabated and Fernandez's government began construction of several defense-related state-owned factories in some regions. By 1901, Fernandez declared the first transitional period to have come to an end amidst relative stability and prosperity.

ABSOLUTION BILL
1. The Republican government in the Panama Channel is to be left alone, and any invasion to that area is to become illegal.
2. The president de Conti will be removed of his charge and will be allowed to return to the mainland unpunished.
3. Admiral Alvarez will be invited back to Chile and will not face trial IF he returns the navy back to mainland Chile.
4. All high-ranking military men, ranking above Colonel, that supported the republic will return to Chile and will not face trial IF they swear loyalty to the new government.

RESTORATION BILL
1. All imperial titles are no longer illegal in Chile, but only in an honorary fashion and do not hold power.
2. The exiled nobles are to return to Chile, but they will not be able to claim the land that is associated to their titles.
3. Prince Roseno is enthroned and recieves his palace and his throne/crown back, but he will not have any political powers other than a ceremonial importance.
4. Prince Roseno will be obliged to swear loyalty to the president and the government, and will have to renounce to his claim of an absolutist Chile.
5. Prince Roseno and the nobles will have to assist to official government or church ceremonies.

Here's the deal. Chile is now a one-party state so there won't be any more primaries. I'm still working out the voting system, so I'll get back to you in a minute here. We clearly can't use junta voting as it was originally laid out. I appreciate that this was a brief update, I'm sort of in a hurry right now and I may add a second part to it.

EDIT: Okay, for the moment we'll do regular voting like we've always done. We'll have a new voting system by the next update.

I want to run for re-election. I believe that by 1906 my work here will be done and I would have to continue my work in other office, likely the Ministry of Propaganda and Enlightment. Anyways I thank my ministers, generals and supporters for a great couple of years. Hopefully with secret police Director Caitan Crazzo working hard on cracking on agitators, we will finally provide safety to all our people.

The remnants of the old agitators and guerrilla forces may have been destroyed, but all that means is a new, fresh slate for the Republican Army and all other resistance fighters. The Libertadors of Chile will rise again - I have no doubt of that. Imagine what will happen when all the old hands of the FNT who have been appointed to the illegitimate upper house start demanding their party be legalized again. Fernandez' State will either crumble from within or give those men no choice but to ferment a democratic revolution to restore the Republic!

This is a banner day for all of us who, unlike the practical entirety of the Right, Center, and military, do not accept that any Chilean State can ever be legitimate. This is a banner day for all of us who anticipate the liberation of Chile and the restoration of the Republic!

Background: Born in 1868 to Ernesto Fernando Fuentes and Gabriela de Abascal y Sousa, he was raised in a very luxurious lifestyle, with his father being wealthy from inheritance and the same applying to his mother, who was a Peruvian aristocrat and claimant to the title of Marquesa of La Concordia. He himself has held claim to the title of Marqués de Torre Tagle since birth. In 1888, at the age of 20 he applied to the Chilean Naval Academy in Santiago, he was accepted and he studied there for 8 years. Upon graduating in 1896 he entered into service in the navy with the rank of Lieutenant Commander and he began work in the Naval Communications department. In 1898 Victor-Felipe, now at the rank of Commodore, declared his support for Fernandez and denounced his father as a traitor for supporting the Communists. Even after the death of his father he showed little sorrow. He currently still serves in the Navy.

1. Thirty thousand men are to be recruited from the population of the Department of Panama to serve in the Free Chilean Forces.

Once the Free State has been successfully secured and the apparatus of government put into place, traditional elections shall resume. At present, I see this occurring by 1905.
