Any party can form a coalition with any other party, provided that both parties approve the coalition. A party approves a coalition if a majority of voters not abstaining vote in favor of it.
Zepeda automatically approves coalitions with other parties unless Zepeda says otherwise. There is no voting with Zepeda as a party, because he's not and doesn't have a primary.

I certainly hope this already immensely successful administration can continue its enlightened leadership for another five years, and that the Conservadores will see the wisdom of such a grand coalition!
Echoing Santa Rosa's statement, I believe the coalition with the Conservadores would work in both our best interests at this point in time, namely avoiding Zepeda's mercurial move of a war with Argentina and keeping the Monárquicos and Nacionales as far away from power as possible.

I would like to state the main points of my platform this election:
1. Recruit 2 brigades of infantry as soon as the manpower is available.
2. Make it clear to Argentina that we believe they are occupying our rightful lands.
3. Start construction on a cement factory, a small arms factory and a winery to begin the industrialization process.
4. Encourage Chileans to join the Clergy and fully fund education as stated by the National Education Act.
5. Government Review of land confiscations under the Land Act, to review if land was improperly seized and if the sale of such land was made in a corrupt manner.
I wish to propose the creation of a new infantry brigade, to be handed over to General Roseno (or whoever is in his position in generalship at the time). The South still needs some military presence to finish re-claiming lands from Spanish Garrisons, likewise a little protection for General Roseno, or whoever is in his position, when war with Argentina is declared would not be remiss. Thus, I wish to create a new infantry brigade to be built and given over to Roseno after the election is over. As it is, Roseno looks lonely out there.

Right now, there just aren't the soldier pops to recruit another brigade, but Roseno is still in charge of that army. You haven't removed him and I certainly haven't.
EDIT: If you're proposing we first create the soldier pops, then you could do that... given time... in another term.
EDIT2: If you'd prefer, you could also divert a brigade from the capital stack to Gen. Roseno's command, which I guess I'd allow.

Yes, those...unfortunate incidents of realista militias is exactly why we formed the Monarchist Party, to channel those frustrations into productive and...democratic activities. I trust of course that the honorable Roseno will always treat the historical leaders of the Southern provinces with respect.
As an independent I can't vote in the primaries. I see Zepeda's coalition as something very intriguing, and wish him luck. A non-partisan president could be what Chile needs.
i do agree that any coalition with the monarchists will inevitably fail due to the clashing of opposite beliefs (despotism vs. free choice) while a liberal-conservative-nationist coalition (is that right?) is more likely to succeed.]
Why do you assume a Monarchy would be despotic. A constitutional monarchy would bring political certainty to the Chilean people. The only despot I see in Chile is Badajoz!

I fail to see how I am a despot, unless you are referring to my liberating the last land from Spanish military garrisons? With the Spanish owning our land, we could never be fully free.

Major trends in this election seem to be yes on the National Education Act, so far, support for a Liberales-Conservadores coalition under Badajoz again, at least on the liberal side. A Nacional-Monárquicos ticket under Rivera is becoming more likely, but it's too early to really say.))
