((Chile seems to have more military commanders than they do politicians... :p ))

((If you were to take an advance class in Latin American history, you would see that most countries had shaky "democracies" because of this, La Gran Colombia, only lasted till Simon Bolivar died, because most people ( military ) wanted to go their own way, it was a period of chaos for Latin America.))

How has said we want war? We wish to protect our military so that we may protect our people and way of life, not to seek glory, honor, and land in the name of Chile. We shall not go into bankruptcy, and if we do, it would have been unavoidable and would have only been delay with your failure of a compromise. We will, at least, prevent the corruption that is evident in the compromise, giving the money from the US loan to be used on the nation's mines, which Romano has an already heavy investment in.

You implore the people to support "proud, noble Hawks", you and your fellow hawks continue to show a desire to redress territorial grievances through the sword when Chile is not capable of wielding the pen. It is your faction that would not accept the compromise, greedy corruption, I say! Shall we forget our economic institutions and allow our government to become the army in all but name, as you seem to want? You do not mind our mines decaying, but God forbid a hair of the Army being touched!

We will not accept the compromise, because it is clear that it is doomed to failure. The nation will not become the army, the army shall remain its defender and protect it from all threats, from both within and out. Our mines shall not decay, as you say. They have survived the revolution, they have survived the civil war, they have survived the Preitor administration, they will survive forever.

A bankrupt government will shelter no army, no army will accept its role is to provide services for free. Those protectors, when realizing our state of bankruptcy, will destroy us all. Capital exhausted by these crippling taxes, bankruptcy discouraging foreign investors, we will be the laughing stock of the world next to China. Our government will be doomed to failure if you shall be so insistent on the army's loyalty once it is left to starve. It will benefit both the soldier and the farmer, just not the officer who loses troops. And you, Mr. Carrera, are one of those officers.

We're at risk? Luxuries? Ha! Bread is not a luxury, government is not a luxury, money to feed a household is no luxury! What need have neighbors to crush us right now? What grievances do they have against us? Unlike you, they do not have irrational biases. The bankruptcy you wish to impose on us in your interests will be the cloud that ensures the sun never rises, then the sun shall rise for our enemies and only our enemies. At least by imposing fiscal prudence, God and the Sun will shine upon us.

What the hawks say is true. The mines have survived many conflicts, but what Romero is proposing would aid the industry of Chile. I believe that wars in the future will be won by how much industry a nation can bring to bear. With Riviera, in ten years the armies of Bolivia could be bashing down my door, with weapons they produced in far greater numbers then we ever could. This hawkish short term survival stance is making me question the competence of our military leaders.

It is true I do not wish to see the men under my command to be discharged from the army, but the reason is because I do not wish for them to return to a world where they can find no employment. How will the economy react to all these young men looking for a new job? How many will remain unemployed as jobs can not be created fast enough, and when they are created fast enough, how long will these new fragile jobs last? Wages will fall and it will be even harder for the people to pay for the salaries of the politicians and the pockets of the mine owners.

I agree with Mr. Vasces.

Mr. Carrera, the entire army is only 18,000 people, yet still breathtakingly expensive. What makes you think the Chilean economy, if we invested in it instead of a luxury, would be unable to handle your men? It is the taxpayer and the mine owners that pay for your upkeep, why do you keep biting the hand that feeds you?
