says you missing d3dx9_40dll to me. is that videocard files?

It's a direct X file. The main HoI3 installer should of installed it at the end. Failing that I think this link here http://www.microsoft.com/downloads/...38-db71-4c1b-bc6a-9b6652cd92a3&displaylang=en should get your Direct X updated. If it doesn't I will look for another link.

I downloaded and installed HoI 3 just now before downloading semper fi. It did install direct x in the original game installation, but the game wouldn't start because it lacked direct x. I had to use the link you provided. Could it be because I am on a windows 7 64 bit machine or something else?

No idea to be honest.

Perhaps you had DX10 installed so HoI3 though you didn't need you DX updated? Problem there is the latest DX9 has some stuff that DX 10 lacks and HoI3 needs. Other than that, no idea.
