The AI checks if it thinks it can beat POL before attacking, if you built up a strong defence it can delay attacking until it feels ready. Where did it say "The United Kingdom Declares war on Germany", in an event? Never experianced it from POL's side, but historically the UK did declare war on Germany when they attacked Poland.
