Water drains don't fix sewage backup. To clear up sewage back ups, add more sewage plants to processes it.
Bigger plants process more and need fewer built.
There are inland sewage plants that send sewage into the ground, from one of the purchased DLC, instead of into the rivers. If you need that.

Eco water (large) plants are the only plants that dont produce polution
