So I released Baltic states as Russia, and started to play as Latvia, but after turning one farmer POP into clerks and after I changed their working place from one factory to another they simply disappeared, did they emigrated or what ?

Also I would like to turn into socialist state, simply to get rid of original flag, is there any way how to encourage them to do that ?

Oh and one more thing, what besides empty factories help increase immigration.

POPs lower than 10K are likely to merge into larger POPs given those are in the same province and share the same statuses.

- Having a Liberal or Socialist government.
- Performing social reforms (not necessarily funding it, though. ;) )
- The more democratic your country is, the better.
- Having RGO's attractive to immigrants such as Precious Metal, Oil and Sulphur (I think). I'm unsure if the Baltics have any of those, though (closest one is Königsberg, I think).
- Expanding RGO's also somewhat boosts immigration.
- Having a Full Citizenship party
- Having a Pluralist party also helps.

Take note, however, that immigrants are less likely to immigrate to European countries than elsewhere. Foreign POP conversion limits are also lower for those.

Funding them as low as you possibly can.

That's because the immigrants will still come regardless of how you fund the reforms (any amount above 0), but you'll still get the "distrust" effect from underfunding the reforms. Not an issue if you can easily get the party you want into power.

Well what you probably want is a communist revolution, then? Just put no money into social reforms you enact, raise poor taxes to 100%, and you should get socialists turning into communists, then rebels appear. You just let them take control of your capital, and you should become a communist state.
