I am not able to reproduce this on version 2.1.2.1.
Are you sure that you've actually opted in to the beta? You can do it by going to your Steam Library, open up properties on CK2 and go to the "BETAS" tab. Once there, you can select Beta 2.1.2.1, where the issue should be fixed.
