setup warehouses for export or local usage

Hi,
I play new Industry DLC and I have a question (on which I didn't find satisfaying answer yet).

I placed raw producers, processors and corresponding storages/warehouses inside the industry area (agriculture specialization). I set storages/warehouses into Fill mode - to hold products for processors and Bakery.

Later I placed some storages/warehouses outside the industry area, nearby city exit, and set them to Empty mode.

My idea was, that storages/warehouses inside the industry area would maintain the chain, while the ones nearby city exit would keep exporting.

However I noticed, that Bakery (and some processors as well) orders products from storages/warehouses intended for export, so the chain is slowing down ...

I tried to switch storages/warehouses to other combinations of modes, but it had no effect.

Can somebody give me an advice, how to correctly setup warehouses for export or local usage?

The warehouse settings they give us are... not great. I don't think getting what you want is possible. I suggest doing away with 'export only' warehouses and keep the warehouses near the things that need them and let exporting just happen when it happens.

There is no range check when a building orders materials. They pick randomly from the available. All you can do is build storage near the places that need it and when you don't have enough trucks make more storage. As a rule avoid overproducing anything by a great amount. Stick to going just a bit over what you need for the next step in the chain.
