Would it be possible to get an option to prevent AI from ever doing it. Not just your own vassals, but all of them.
The entire mechanic is kinda meh, honestly.
And all i'm seeing is natives in america who HAVE a colonist, but chooses to not do anything with it other than get about 5 dev every 50 years.

If the natives couldn't use settlement growth, some of them might be able to actualy grow big and resist colonial powers. I know it's not super historical, but whats the point of native even existing, if they have 0% chance of surviving on their own to colonial contact.

If an AI has a colonial province right next to them, they should NEVER use the settlement growth system. It's that simple. Also the ai seems to never take their colonist off oince they put them somewhere, so they kinda just give up. It's terribly boring.
