I saw someone doing the idea of placing roundabouts and little "service centres" between the 2 lanes of a highway. So I was trying this myself. One of the experiments was the grade of road used to make the roundabout. When I used the 3 lane highway grade for the roundabout, none of my services knew how to route to an adjacent area - so everyone complaining about garbage but 0 garbage trucks in use. I changed the road grade to a 2 lane road and suddenly the garbage trucks left the service building and started doing their thing.

So is there a bunch of subtle rules about different road grades and what can happen with them? I've not seen any mention of this before, but I'm pretty sure what I saw makes this the only explanation. I'd be interested to hear what others have discovered.

The road grade for the roundabout here is 6 lane 1 way. Before changing it, it was highway (same as the off ramps etc).

The resi zone to the north had garbage symbols over every house and yet nothing was leaving the incinerator. Once it was as now shown, all the services suddenly decided they knew how to route to the resi area and started doing their job - with a massive wave of police and garbage traffic.

Probably also worth saying I had the Traffic Manager beta running - this city is about experimenting with it.

Traffic Manager is known to cause some bugs, especially in left hand mode.
I suggest taking a look at the traffic manager thread here in the mods section, or follow the discussions on the workshop.

Now using the 1.04rc and things appear to behave as expected - so yes MaxxPower, I think you are right and this was an artefact from Traffic Manager and not an underlying game feature.
