Update, I think I solved it, remarkably, this video solved it, and now my CPU is running more around 85 degrees, rather than 95 degrees, and the gameplay is smooth! https://www.youtube.com/watch?v=CfdPQxvFlzA

I've gone in my Nvidia control panel, made sure the application is using my GPU (860M), and also have my global settings to use the GPU.
Still, as you can see in my CPU performance screenshot, when I am in game, my CPU performance has these weird drops from around 80% usage to about 20%, and its during that time where my CPU usage drops to 20% that my frame rate drops down to single digits thus making the game difficult to play and making it essentially impossible to enjoy.
-Update, I also started using a GPU monitor, and noticed that my GPU too has the same drops, dropping from about 80% usage to 20% usage during the same times the CPU usage drops. (this tells me that the GPU is indeed being used, but still unsure what the problem is

Note that I have a pretty strong gaming laptop, Intel i7-4710hq quad core which turbo boosts to 3.3ghz , 16gb ram, 512gb ssd, 860m graphic card w 4gb of ram, windows 8.1, I don't feel like I should have any lag issues with the screenshots above with a 50k person town, I had the same issues with a 20k person town I created as well.
I tried updating my drivers, that didn't help, I'm not sure what could be the problem or what to do to fix it at this point, your help is greatly appreciated!
