The black death emerged and despite 19% disease resistance my capital was colonized like a lightning rod. My ruler and his father are the only heritable members of their dynasty. I shut the gates immediately and spent the money to gift, obligate, and invite a 31 learning physician to my court. My problem is that my ruler's father and the physician are both councilors and out of seclusion. Meanwhile my marshal, steward, and spymaster, much less capable and more expendable councillors, are all secluded and can't be assigned jobs. I've commissioned the two I want to save to remote provinces as far from the epidemic as possible.

Can I manipulate seclusion of my subjects?

My ruler's father is a count, and my court physician/chaplain (acharya) is unlanded.

I've brought three concubines to court to hopefully protect my dynasty from extinction. They're not secluded either.

Is there a cooldown on controlling the gates? Try to raise and lower them without unpausing, that might bring them in. Never tried it myself but I have noticed the issue before. It makes sense though that they can't get into your sealed fortress if they're a new arrival.

It is a bit annoying, ordering concubines and finding out they won't seclude with you. As far as cooldown, pretty sure it's one year of "abandoned the peasants" before you're allowed to shut the gates again.

Thanks for that. I wasn't aware the debuff prevented you from secluding.

There's no cooldown to reopen the gates, but there is one to close it again. You have to wait until the 'Abandoned the Commoners' modifier goes away, which takes a year. I don't know if there's any special conditions that let's you close it sooner.

No, it doesn't make sense. If I can figure out quarantined observation and admission my 31 learning physician could. Also, I didn't abandon the commoners, I spent 2k in 800's era wealth on them.

I guess the lesson is that part of the difficulty of playing on deadly epidemics settings is in irrationality of choices and control. I'm so well prepared the epidemic almost benefits me, all my vassal Rais and Thakurs are dropping like flies returning the gift of Thikanas and new trade posts to my possession. Annihilation is solving the tangle of heritage faster than Alex solved the knot. Sacrificing a few good councilors and a little dynasty redundancy is a small price to pay for surviving the apocalypse. My ruler is a 23 year old attribute titan whose about to get a puppy, he's going to make it. It's just a bummer to say goodbye to dear old dad even if it means inheriting half my realm into my direct control.

You can't legitimize them 'til they're born, my last deadly campaign ended when my ruler contracted the black death the day after I opened the gates and died within the quarter. My ruler is way too Kapazitätsgrenze to throw away on that gambit, too.
