what about converting the pics to jpgs, thus making it smaller and including a script to convert those jpgs to bmps?? 
You could of course break it down into more managable chunks.
1) GIP stuff could be seperate (so those who don't want it or have it already do not need to redownload)
2) SKIF stuff seperate download. Those (like me) who use counters do not need to download.
3) Break up the other stuff. Leaders in one, Ministers in another, Tech teams etc etc.
as well as making it easier to upload to some sites, it also allows people to only download the stuff they want and it also makes it easier for you to make changes. For instance you may have 20 better minister pics you wish to use. In this case you only need to update the minister upload and it saves us users having to download the whole 125MB again!

The reason it is 125 MB. Is ALL pics have been converted to create a Sepia look. As well as backgrounds.

The arm 1.1 added some new files which I converted using .net prgram I wrote but this leaves them in 24bpp and am now looking for the batch converter I used to convert to 8bpp.

Paint.NET gave me the idea. It's free (http://www.getpaint.net/) but this is more brownish. When I started to look into .NET (I am a programmer) I found routines to do this but couldn't find a way of saving them in 8BPP. So had to convert because the .net code saved in 24BPP.

colorscales.csv can be found in the map folder. It contains the RGB values of all the 'colours' in the game.
By altering the values you can change the political colours on the map (as well as diplo actions, water, weather (snow/mud) as well as a couple other things).
Its worth experimenting with, especially if you wish a more 'sepia' tone throughout. Of course, delineating the different country colours may be a bit difficult, but its worth a try.

Just tested last minute additions. A few pics haven't converted correctly. Will show as black/white and will lighten when highlighted. Will post update when corrected. o Shouldn't have finished the whiskey off
