If it is not already planned release wouldn't it be nice idea to fix this invention? Its evidently supposed to give a permanent military increase for Minority but that always stays at 0.00 :/

Hardcoded, I'm afraid, so we can't fix it.

EDIT: Saying that, we might be able to convert minority POPs to a certain ideology and then do a rebel_spawn_rate command for that (and maybe convert cultural majorities to different ideologies so they aren't affected). This might be quite undesirable, though.

Really though they shouldn't be militant simply for being a minority. The exact description says Minorities are now more militant or something to that effect. I take it to mean that if they're already militant ie. past a certain number they should get a bonus rise to militancy than. But if they're at 0 militancy they shouldn't just started raising militancy for the heck it. Obviously if they're at 0, they're hardly being oppressed.

The annoying thing is that even accepted cultures seem to be considered minorities; only your primary culture is the "majority".
