Separate political leaders

Wouldn't it be better to have separate leader pool for faction leaders and election candidates? I've just had my top surveyor-scientist - who'd picked up two extra traits - elected president, even though I supported a different candidate. Now he's gone for ten years. He was in the middle of researching a bunch of special projects and anomalies that only he's a high enough level to do. He wasn't even head of a faction.

I'd prefer it if there was a separate pool for politicans that the game generated randomly whenever it needs a candidate/faction leader. The leaders in this pool couldn't do anything but lead factions and stand in elections. After all, an entire planet must contain more than ten people capable of governing, conducting research, or commanding a fleet.

Good start with that idea, but it would even better if whole process is tied with some kind of senate/parliament mechnanics. Then factions and their influence would get extra level of depth.

The thing is, this is the main advantage of the Imperial authority. If all authority types had the same degree of security why would anyone pick Imperial other than RP?
