I love the development system but it obviously needs a lot of work. One of the big complaints I have is that if I increase a province's tax base, it makes it more expensive to increase its manpower base. This makes it vastly more profitable to "specialize" each province. While this isn't inherently bad, it does kill some of the "pro/con" thinking the player would otherwise have to do. Instead of saying "I have extra ADM; do I invest a small amount of it in a province with low taxes or do I continue to build up my already high-tax province that already has a Temple?" the player just has to think "I have extra ADM. Time to dump it into one of my tax provinces that has a Temple."
So my proposal is that instead of the general development cost going up each time development is increased, it only increases the cost of the type of development you invested in. Thus, upgrading the taxes five times won't actually have any impact on the cost of upgrading manpower or production. This way, players will have to more carefully consider what to do with their excess MPs.
Alternatively, all development could increase all costs some percentage. For example, raising taxes could increase the cost of more tax increases by 5, but the other two only by 1 or 2.
